A certain National Development and Reform Commission recently issued a document pointing out that on the power supply side, some regions have made supporting energy storage connector a prerequisite for new energy power generation projects, but how to participate in grid dispatch is unclear, and the conditions for the power supply side battery storage connector to participate in the auxiliary service market are immature, the implementation of relevant policies is not effective, and the utilization rate of some supporting storage connector is low, and the enthusiasm of new energy companies to actively invest is generally not high; on the power grid side, the "Guiding Opinions on Accelerating the Development of New Energy Storage" proposes to study and explore the inclusion of the cost and benefits of grid alternative energy storage facilities into the recovery of transmission and distribution prices, leaving policy space for energy storage cost relief, but the implementation details have not yet been issued; on the user side, the current commercial model is relatively single, and the peak-valley price difference mechanism is used to obtain income, which has problems such as imperfect mechanism, insufficient role, difficulty in cost recovery, and low user investment enthusiasm.
"From the perspective of the projects built in 2021, there is no consensus on a stable and reasonable price mechanism, and the implementation details of price compensation have not yet been formed. Some companies are racing to grab land, some projects are overdrawing the future, and the phenomenon of idleness of mandatory energy storage grid-connected projects still exists." Chen Haisheng said.
